Although both the answer and definition are singular nouns, I cannot understand how one could define the other.

'kent fearing bill's reappearance' is the wordplay.
I cannot quite understand how this works, but
'kent' could be 'se' (Kent is part of the South East of England) and 'se' is present in the answer.
'fearing' could be 'dreading' ('dread' can be a synonym of 'fear') and 'dreading' is found within the answer.
The remaining letters 'con' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).
