Do persons who see thus glare at each other? (3,2,3)

Ross

I believe the answer is:

eye to eye

I'm a little stuck... Click here to teach me more about this clue!

'thus glare at each other?' is the definition.
I don't know anything about this answer so I cannot tell whether this works.

'do persons who see' is the wordplay.
I cannot quite see how this works, but
'see' could be 'eye' (I've seen this in another clue) and 'eye' is found within the answer.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for eye to eye that I've seen before include "a couple of sleuths" , "as one sleuth addresses another" , "See this in agreement before charging" , "close up" .)

I've seen this clue in the Evening Standard.
