I believe the answer is:

This clue could be a double definition.
'fixed purpose' is the first definition.
(I've seen this in another clue)
'settle a problem' is the second definition.
'resolve' can be an answer for 'settle' (I know this). I'm not certain of the 'a problem' bit.
