'goat' becomes 'ibex' (ibex is a kind of goat).
'briefly' means to remove the last letter.
'faces wind' becomes 'air' (I can't justify this - if you can you should give a lot more credence to this answer).
'from east' says the letters should be written backwards (letters written right to left or 'east to west').
'air' reversed gives 'ria'.
'ibex' with its final letter taken away is 'ibe'.
'ibe'+'ria'='IBERIA'
