Ross

I believe the answer is:

back to square one

I'm a little stuck... Click here to teach me more about this clue!

'is it returning' is the definition.
I know nothing about this answer so I cannot judge whether this works.

'to a fogey?' is the wordplay.
I cannot quite understand how this works, but
'to' is present in the answer.
'a' could be 'one' and 'one' is found in the answer.
'fogey?' could be 'square' (I have seen 'Old fogey' mean 'square' so perhaps 'fogey' could also mean 'square') and 'square' is found within the answer.
The remaining letters 'back' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...

(Other definitions for back to square one that I've seen before include "Starting again" , "Ready to start all over again" , "Illegal pawn move made" , "no further forward?" , "when you'd gone right round the board" .)

I've seen this clue in The Daily Express.
