The definition and answer can be both to do with social activities as well as being past participle verbs.
Perhaps they are linked in a way I don't understand?

'member' becomes 'leg' (member can mean a limb).
'and' means one lot of letters go next to another.
'criticised' becomes 'slated' (I've seen this before).
'leg'+'i'+'slated'='LEGISLATED'
