I'm a little stuck... Click here to teach me more about this clue!

'vocal old pm' is the definition.
The definition and answer can be both people as well as being singular nouns.
Maybe they are linked in a way I don't understand?

'at court to sleep with the fishes if writer's named?' is the wordplay.
I cannot really see how this works, but
'at' could be 'in' (synonymous in some cases - eg at school, in school) and 'in' is found within the answer.
'court' could be 'yard' (courtyard) and 'yard' is found in the answer.
'sleep' could be 'kip' (synonyms) and 'kip' is found in the answer.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for rudyard kipling that I've seen before include "Indian-born English writer" , "The Jungle Book author, d, 1936" .)

I've seen this clue in the Sydney Morning Herald.
