Although both the answer and definition are singular nouns, I can't see how they can define each other.

'scene of industry in the civil service' is the wordplay.
I cannot really see how this works, but
'scene' could be 'hive' (I have seen 'Scene of activity' mean 'hive' so perhaps 'scene' could also mean 'hive') and 'hive' is present in the answer.
'civil service' could be 'cs' (abbreviation) and 'cs' is present in the leftover letters.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
