I believe the answer is:

bathtub

I'm a little stuck... Click here to teach me more about this clue!

'a home fixture' is the definition.
(fixture found in the home)

'english city but not certain' is the wordplay.
I cannot really see how this works, but
'city' could be 'bath' (English city) and 'bath' is found within the answer.
an anagram of 'but' is 'tub' which is present in the answer.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).

'for' is the link.

Can you help me to learn more?

(Other definitions for bathtub that I've seen before include "Washing vessel" , "Where to come clean" , "that may need a plug" , "Vessel for ablutions" , "where one gets into hot water" .)

I've seen this clue in The Globe and Mail.
