Although both the answer and definition are singular nouns, I don't understand how one could define the other.

'one country for another' is the wordplay.
I cannot really see how this works, but
'one' could be 'i' (Roman numeral) and 'i' is located in the answer.
'country' could be 'us' (United States) and 'us' is found in the answer.
'another' could be 'r' (I've seen this in other clues) and 'r' is found in the answer.
The remaining letters 'ata' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).
