I believe the answer is:

nestor

'a wise man' is the definition.
(I've seen this in another clue)

'is in france and not outside' is the wordplay.
'is in france' becomes 'est' ('is' in French).
'and not' becomes 'nor' ('nor' means 'and also not').
'outside' means one lot of letters goes inside another (some letters go outside others).
'est' going into 'nor' is 'NESTOR'.

(Other definitions for nestor that I've seen before include "Wise counsellor of ancient Greece" , "Greek hero and wise counsellor" , "Respected counsellor" , "Sage" , "wise old king of Pylos" .)
