'tangier' can be an answer for 'city' (city in Morocco). I am not certain of the 'african' bit.
'more piquancy?' is the wordplay.
I cannot quite see how this works, but
'piquancy?' could be 'tang' ('tang' can be a synonym of 'piquancy') and 'tang' is found within the answer.
The remaining letters 'ier' is a valid word which might be clued in a way I don't understand.
