(I know that consensus is a type of agreement)

'to include wayward son in survey' is the wordplay.
'to include' means one lot of letters goes inside another.
'wayward' indicates anagramming the letters (wayward means out of control or chaotic).
'in survey' becomes 'census' (I've seen this before. I am not sure about the 'in' bit.).
'son' with letters rearranged gives 'ons'.
'ons' inserted inside 'census' is 'CONSENSUS'.
