'andover' can be an answer for 'town' (I've seen this before). I'm not sure about the 'of burial barrows' bit.

'also finished in hampshire' is the wordplay.
I cannot quite see how this works, but
'also' could be 'and' (both can mean in addition) and 'and' is present in the answer.
'finished' could be 'over' (similar in meaning) and 'over' is found in the answer.
This accounts for all the letters.
This explanation may well be incorrect...
