(I've seen this before)

'appeal catching member' is the wordplay.
I cannot really understand how this works, but
'member' could be 'pin' (pin is a kind of member) and 'pin' is located in the answer.
'appeal' could be 'sue' (I've seen this in another clue) and 'sue' is located in the remaining letters.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
