I believe the answer is:

'as pets' is the definition.
'cat and dog' can be an answer for 'pets' (I have seen 'Domestic pets' mean 'cat and dog' so perhaps 'pets' could also mean 'cat and dog'). I'm not certain of the 'as' bit.
I don't understand how the remainder of the clue works.
