'a carved roman numeral' is the wordplay.
'a carved' indicates an anagram.
'numeral' becomes 'l' (I am not sure about this - if you are sure you should believe this answer much more).
'roman' with letters rearranged gives 'norma'.
'norma'+'l'='NORMAL'
