(I know that outsmart is a type of best)

'public looking dapper' is the wordplay.
I cannot really see how this works, but
'public' could be 'out' (out can mean released to the public) and 'out' is found in the answer.
'dapper' could be 'smart' (I've seen this in another clue) and 'smart' is present in the answer.
This accounts for all the letters.
