Although both the answer and definition are singular nouns, I cannot see how they can define each other.

'lubricant of lifts' is the wordplay.
'lubricant' becomes 'oil' (I've seen this before).
'lifts' is a reversal indicator (I've seen 'lifted' mean this (going up in down clue)).
'oil'+'of'='oilof'
'oilof' written backwards gives 'FOLIO'.
