Birds that are given to canoodling on the quiet? (7)

Ross

I believe the answer is:

plovers

I'm a little stuck... Click here to teach me more about this clue!

'birds' is the definition.
(plover is a kind of bird)

'are given to canoodling on the quiet?' is the wordplay.
I cannot quite understand how this works, but
'on' could be 'over' (I've seen this in other clues) and 'over' is present in the answer.
'quiet?' could be 'p' (music symbol for 'piano', ie soft or quiet) and 'p' is found within the answer.
This explanation may well be incorrect...

'that' is the link.

Can you help me to learn more?

(Other definitions for plovers that I've seen before include "Shorebirds" , "Birds" .)

I've seen this clue in the Evening Standard.
