(I have seen 'Victorian town' mean 'bendigo' so perhaps 'town' could also mean 'bendigo')

'book one up to enjoy in' is the wordplay.
'book' becomes 'b' (abbreviation for book).
'up' says the letters should be written backwards (in down clue: letters go upwards).
'to enjoy' becomes 'dig' (to dig can mean to appreciate or 'get').
'in' indicates putting letters inside.
'one' in reverse letter order is 'eno'.
'eno' placed around 'dig' is 'endigo'.
'b'+'endigo'='BENDIGO'
