Although both the answer and definition are singular nouns, I cannot see how they can define each other.

'bow street's obliged to suspend one' is the wordplay.
I cannot quite understand how this works, but
'one' could be 'an' (an apple is one apple) and 'an' is located in the answer.
'street' could be 'st' (abbreviation) and 'st' is located in the answer.
The remaining letters 'mug' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
