'return of' shows that the letters should be reversed in order.
'personal fortune' becomes 'lot' (as in a person's lot in life. I am not sure about the 'personal' bit.).
'by' becomes 'x' (o by 4 is o x 4).
'spain' becomes 'e' (abbreviation for Espana).
'lot'+'x'+'e'='lotxe'
'lotxe' backwards is 'EXTOL'.
