I believe the answer is:

sepal

'a bit of a bloomer' is the definition.
(part of a flower)

'changing direction initially asian country' is the wordplay.
I cannot really understand how this works, but
'direction' could be 'se' (SE is an example) and 'se' is present in the answer.
The remaining letters 'pal' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
