I cannot really understand how this works, but
'tories' first' could be 't' (1st letter of 'tories') and 't' is present in the answer.
'charge' could be 'fee' (fee is a kind of charge) and 'fee' is present in the remaining letters.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
