I believe the answer is:

systems

'procedures' is the definition.
(I've seen this in another clue)

'checks after covering of safety' is the wordplay.
'checks' becomes 'stems' (check can mean to stem or stop).
'after' says to put letters next to each other.
'covering of' suggests removing the centre (only the letters which cover the word).
'safety' with its middle removed is 'sy'.
'stems' put after 'sy' is 'SYSTEMS'.

(Other definitions for systems that I've seen before include "Groups of independent but interrelated elements" , "Arrangements of units that function together" , "Theories of universe, perhaps" , "Methods of working" , "that all go before lift-off?" .)
