(I know that picture postcard is a type of mailing-card)
'from overseas resort captures tropics' is the wordplay.
I cannot quite see how this works, but
'from' could be 'o' (I've seen this in other clues) and 'o' is present in the answer.
an anagram of 'captures' is 'urepstca' which is present in the remaining letters.
This may be the basis of the clue (or it may be nonsense).
