Cyclopean but insignificant (3-4)

Ross

I believe the answer is:

one-eyed

I'm a little stuck... Click here to teach me more about this clue!

This clue could be a double definition.

'cyclopean' is the first definition.
(I've seen this in another clue)

'insignificant' is the second definition.
Both the definition and answer are adjectives. Perhaps there's an association between them I don't understand?

'but' acts as a link.

Can you help me to learn more?

(Other definitions for one-eyed that I've seen before include "Like Cyclops" , "Monocular" , "Like the Jack of spades or hearts" , "''In the country of the blind, the . . .-. . . . man is King''" .)

I've seen this clue in The Globe and Mail.
