'to work' is an anagram indicator (letters worked into a new order).
'with' means one lot of letters goes inside another.
'the french' becomes 'le' ('the' in French).
'dare' with letters rearranged gives 'dear'.
'dear' placed around 'le' is 'DEALER'.

(Other definitions for dealer that I've seen before include "Merchant" , "One who trades, perhaps on stock exchange" , "who makes first bid" , "Card distributor" , "The one who distributes the cards" .)
