(I know that draft is a more specific form of plan)

'darn stocking following' is the wordplay.
'darn' becomes 'drat' (both are mild expletives).
'stocking' is an insertion indicator ('stock' can mean 'carry' or 'contain').
'following' becomes 'f' (used when citing page numbers etc).
'drat' going around 'f' is 'DRAFT'.
