Deciding to make no further moves? (8)

Ross

I believe the answer is:

settling

I'm a little stuck... Click here to teach me more about this clue!

'deciding' is the definition.
('settle' can be a synonym of 'decide')

'make no further moves?' is the wordplay.
I cannot quite see how this works, but
'make' could be 'set' (setting is a kind of making) and 'set' is present in the answer.
'no' could be 'n' (common abbreviation) and 'n' is found within the answer.
This may be the basis of the clue (or it may be nonsense).

'to' acts as a link.

Can you help me to learn more?

(Other definitions for settling that I've seen before include "Coming to mutually agreeable terms" , "Coming to rest or paying a bill" , "Gradually sinking to a lower level" , "Sorting out" , "Coming to terms or becoming established" .)

I've seen this clue in The Globe and Mail.
