The answer and definition can be both related to communication as well as being plural nouns.
Maybe they are linked in a way I don't understand?

'shaved top to bottom' is the wordplay.
'shaved' becomes 'shorn' (I've seen this before).
'top' means to remove the first letter.
'to bottom' becomes 's' (I can't justify this - if you can you should give a lot more credence to this answer).
'shorn' with its initial letter taken away is 'horn'.
'horn'+'s'='HORNS'
