(I've seen this in another clue)

'dicky asks about a new' is the wordplay.
'dicky' indicates an anagram (dicky can mean ill or non-functioning).
'about' becomes 'a' (abbreviation in Chambers).
'a new' becomes 'n' (common abbreviation eg NT for New Testament).
'asks'+'a'+'n'='asksan'
'asksan' with letters rearranged gives 'KANSAS'.

(Other definitions for kansas that I've seen before include "Corny state?" , "State north of Oklahoma" , "The Sunflower US state" , "Central US state" , "seen about in region round Topeka" .)
