'to adopt' indicates putting letters inside (inserted letters are taken in or adopted).
'charlie' becomes 'C' (phonetic alphabet: alpha, bravo, charlie etc.).
'is' going around 'c' is 'ics'.
'tact'+'ics'='TACTICS'
