Both the definition and answer are adverbs. Perhaps you can see an association between them that I don't see?

'a political end to folly?' is the wordplay.
'a political' becomes 'civil' (I can't justify this - if you can you should believe this answer much more).
'end' suggests removing the centre (I've seen 'ends of' mean this).
'to folly?' becomes 'lunacy' (I've seen this before).
'lunacy' with its middle taken out is 'ly'.
'civil'+'ly'='CIVILLY'

'bringing' acts as a link.
