I believe the answer is:

'breach of security?' is the definition.
Although both the answer and definition are verbs in their base form, I don't understand how one could define the other.
'divulge secrets through a' is the wordplay.
I cannot quite see how this works, but
'divulge' could be 'leak' (leaking is a kind of divulging) and 'leak' is present in the answer.
The remaining letters 'out' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
