'tall buildings?' is the definition.
(I've seen this before)

'do they draw' is the wordplay.
I cannot quite understand how this works, but
'draw' could be 'tow' (both can mean to pull along) and 'tow' is found in the answer.
The remaining letters 'ers' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
