(I've seen this before)

'farm vehicles capsized in oise' is the wordplay.
'farm vehicles' becomes 'carts' (cart is a kind of vehicle. I am not sure about the 'farm' bit.).
'capsized' says the letters should be written backwards.
'in' indicates putting letters inside.
'carts' back-to-front is 'strac'.
'strac' placed inside 'oise' is 'OSTRACISE'.
