(I've seen this before)

'fellow holding a dart' is the wordplay.
I cannot quite see how this works, but
'a' is present in the answer.
'dart' could be 'shoot' (synonyms) and 'shoot' is present in the answer.
'fellow' could be 'peer' (I've seen this in other clues) and 'peer' is found in the leftover letters.
This accounts for all the letters.
This explanation may well be incorrect...
