('proper' can be similar in meaning to 'fitting')

'bolster back on' is the wordplay.
'bolster' becomes 'prop'.
'back' says the letters should be written backwards.
'on' becomes 're' ('on' can be mean 'with reference to').
're' backwards is 'er'.
'prop'+'er'='PROPER'
