Although both the answer and definition are singular nouns, I don't understand how they can define each other.

'flash bag holding one's' is the wordplay.
'flash' becomes 'mo' (both can mean a very short period of time).
'bag' becomes 'sac' (a small bag).
'holding' means one lot of letters goes inside another.
'one' becomes 'i' (Roman numeral).
'sac' going around 'i' is 'saic'.
'mo'+'saic'='MOSAIC'
