'fleming' becomes 'ian' (I've seen this in another clue).
'back' says the letters should be written backwards.
'roy?' becomes 'rob' (I've seen this in another clue).
'opening' becomes 'i' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'ian' back-to-front is 'nai'.
'nai'+'rob'+'i'='NAIROBI'
