'followed' is the definition.
(I've seen this in another clue)

'edward out of the bar' is the wordplay.
'edward' becomes 'ted'.
'out of' means one lot of letters goes inside another (some letters on the outside of others).
'the bar' becomes 'rail' (rail is a kind of bar).
'ted' enclosing 'rail' is 'TRAILED'.

(Other definitions for trailed that I've seen before include "Dragged" , "Lagged behind" , "Followed or tracked after" .)

I've seen this clue in the Evening Standard.
