I believe the answer is:

crescent

'the summit?' is the definition.
The definition and answer can be both shapes as well as being singular nouns.
Perhaps you can see a link between them that I can't see?

'from the street highest point around clare is not' is the wordplay.
I cannot quite see how this works, but
'point' could be 's' (S is an example) and 's' is located in the answer.
'around' could be 'c' (abbreviation for 'circa') and 'c' is located in the answer.
'clare' could be 'ce' (I've seen this in other clues) and 'ce' is located in the answer.
'not' could be 'nt' ('n't' can be a synonym of 'not') and 'nt' is found within the answer.
The remaining letters 're' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...

(Other definitions for crescent that I've seen before include "Turkish emblem" , "Way" , "Shape of waxing or waning moon" , "Young moon shape" , "looking sickly" .)

I've seen this clue in the Irish Times and the Irish Times (Crosaire).
