'gambling city fleeced' is the wordplay.
'gambling city' becomes 'reno' (I've seen this in another clue).
'fleeced' becomes 'ir' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'reno'+'ir'='RENOIR'
