'gives money to the youth-leader' is the wordplay.
I cannot really see how this works, but
'gives' could be 'tips' (tipping is a kind of giving) and 'tips' is found within the answer.
'youth' could be 'y' and 'y' is located in the answer.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
