'gossip' is the definition.
(I know that gossip can be written as chatter)

'with charlie mad man?' is the wordplay.
'with' means one lot of letters go next to another.
'charlie' becomes 'C' (phonetic alphabet: alpha, bravo, charlie etc.).
'mad man?' becomes 'hatter' (I've seen this in another clue).
'c' put next to 'hatter' is 'CHATTER'.
