(I've seen this before)

'to do his duty in a democratic way' is the wordplay.
I cannot really understand how this works, but
'to' is within the answer.
'way' could be 'r' (abbreviation for right) and 'r' is present in the answer.
The remaining letters 'elec' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
