'brim' can be an answer for 'part' (I have seen 'Part of hat ' mean 'brim' so perhaps 'part' could also mean 'brim'). I'm not sure about the 'of panama' bit.

'heading for bugaba close to border' is the wordplay.

'close to' means one lot of letters go next to another.
'border' becomes 'rim' (I've seen this before).
The first letter of 'bugaba' is 'b'.
