I can't tell whether this definition defines the answer.

'rocks getting fish inside' is the wordplay.
'rocks' becomes 'sways' (I've seen this in another clue).
'getting' means one lot of letters goes inside another.
'fish inside' becomes 'ide' (type of fish. I am not sure about the 'inside' bit.).
'sways' placed around 'ide' is 'SIDEWAYS'.
